Sempra’s Tania Ortiz Confirms Ongoing Investments of $3.55bn in Baja California, Mexico

HOUSTON, TEXAS (Pietro D. Pitts, Energy Analytics Institute, 7.Mar.2025) — Sempra Infrastructure president Tania Ortiz Mena confirmed ongoing investments in Mexico of $3.550bn from 2 projects in Baja California, Mexico. 

During the construction phases, the 2 projects have generated 18,750 direct and indirect employment opportunities, Ortiz said 7 Mar. 2025 during her participation in the mañanera or daily news briefing conducted by Mexico’s president Claudia Sheinbaum Pardo.

Both projects are in construction and expected to start in 2026, Ortiz said.

The 2 projects include Energía Costa Azul (ECA) Phase 1 and the Cimarrón wind park as summarized:

First project: ECA LNG Phase 1:

— Investment: $3bn (includes gas pipeline)

— Associated gas pipeline: 216km

— Start of operations: first-quarter 2026

— Employment: 4,700 direct, 11,750 indirect

— Social investments: $500mn Mexican pesos ($25mn) 

Second project: 350 MW Cimarrón wind park:

— Investment: $0.55bn

— Start of operations: first-quarter 2026

— Employment: 900 direct, 1,400 indirect

— Electricity generated: 170,000+ households

— Reduction of CO2 emissions: equivalent to the removal from circulation of 120,000+ gasoline vehicles per year.

Ortiz assured Sheinbaum the Sempra Infrastructure was on the same page with her government and objectives within the energy space: “to accelerate the energy transition, strengthen energy security, and attend to energy justice,” she said.

Sempra Infrastructure and LNG in Mexico

Located in Baja California, ECA LNG Phase 1 continues to target the start-up of commercial operations in spring 2026, Ortiz said.

ECA Phase 1 will have a processing capacity of 3 million tonnes per annum (MTPA). ECA Phase 2, in development, would have a processing capacity of 12 MTPA.

Also in Mexico, Sempra Infrastructure has an eye on the 2-3 MTPA Vista Pacifico LNG project in Sinaloa.

Sempra has been in Mexico for 28 years and is present in 17 states across Mexico. To date, Sempra has invested $13.6bn in Mexico in infrastructure projects, Ortiz said.

“We are dedicated to providing more clean energy, reliable and secure energy to the Mexican people,” Ortiz said.
