President Claudia Sheinbaum Pardo, flanked by Energy Secretary (SENER) head Luz Elena González Escobar and PEMEX CEO Víctor Rodríguez Padilla, laid out what her administration is calling a “strategy to strengthen energy sovereignty.” The plan is simple on the surface and incredibly complex underneath: consume less energy, grow renewables, and tap more domestic natural gas, first from conventional deposits and—maybe—from unconventional deposits that would require hydraulic fracturing.
