Bolivia’s VPACF Gets New VP

(Energy Analytics Institute, Ian Silverman, 10.Dec.2019) — Forestry Engineer Marcelo Ayala Torrez was named the new Vice President of Bolivia’s Contract and Control Administration (VPACF by its Spanish acronym).

Ayala graduated from the Juan Misael Saracho University, and also holds a master’s degree in environmental studies obtained from the Gabriel René Moreno Autonomous University, Bolivia’s state oil and gas entity Yacimientos Petrolíferos Fiscales Bolivianos (YPFB) announced Dec. 10 in an official statement, adding that Ayala also has more than 15 years of experience in the oil and industry.

VPACF — responsible for controlling oil contracts signed by the Bolivian government with the different operating companies — also deploys field prosecutors to visit oil and gas plants and operating wells in addition to activities related to the acquisition of cutting-edge technology, YPFB said.

According to Bolivia’s Hydrocarbons Law No. 3058, VPACF must have as its headquarters located in the city of Villa Montes, also known as a meritorious city because of its role during the war between Bolivia and Paraguay between 1932 and 1935 over territories in El Chaco.
