Donovan, chargé d’affaires to the Venezuela affairs unit, ambassador Laura F. Dogu, and US acting assistant secretary of war for homeland defense and the Americas Joseph M. Humire met with Venezuelan interim authorities in Caracas on 18 Feb. 2026.

During the meeting, the leaders reiterated the US’ commitment to a free, safe and prosperous Venezuela for the Venezuelan people, the US, and the Western Hemisphere.
Discussions focused on the security environment, steps to ensure the implementation of US president Donald Trump’s 3-phase plan – particularly the stabilization of Venezuela – and the importance of shared security across the Western Hemisphere, Southern Command announced on 18 Feb. 2026 in an official statement.
The meeting was also attended by the minister of defense Vladimir Padrino López and the minister of interior relations, justice and peace Diosdado Cabello according to information disseminated on 18 Feb. 2026 by the official Miraflores al Momento account on social media.

During the meeting, both countries agreed to create a cooperation agenda to combat drug trafficking and migration. It was emphasized that the diplomatic path is crucial for resolving differences and addressing issues of common interest, the Venezuelan government said on 18 Feb. 2026 in a separate statement.
