Citgo Corpus Christi refinery hosts “worst case drill exercise”

HOUSTON, TEXAS (By editors at Energy Analytics Institute, 28.Jul.2025, Words: 267) — Citgo Petroleum Corpus Christi refinery (CCR) recently hosted the company’s annual “worst case drill” exercise, welcoming dozens of participants from local, state and federal partner agencies. 

This event is conducted to test the refinery’s readiness to execute a coordinated response to an emergency, Citgo announced on 28 Jul. 2025 in an official statement.

“These drills are designed to be fast-moving and intense, and it was a point of pride to see our team respond quickly and decisively in a pressure-filled environment,” Citgo Corpus Christi refinery vice president and general manager Ryan Vining said in the statement. 

Under the leadership of Robert Grachan, CCR Emergency Response and Planning Manager, Citgo employees from all refinery locations participated in the drill alongside representatives from the following agencies: US Coast Guard, Environmental Protection Agency, Texas General Land Office, Texas Commission on Environmental Quality, Texas Parks and Wildlife, Texas State Aquarium, and Port of Corpus Christi. Participants utilized the Incident Command System (ICS), a standardized on-site incident management concept, to work through a real-world scenario, according to Citgo.

“Our employees and partners continue to show their dedication to keeping our community safe. I am confident we are prepared in the unfortunate event of a real emergency,” Vining said.

Citgo Corpus Christi refinery will continue training and collaborating with these agencies to ensure continuous improvement in readiness and emergency response.
