Sheinbaum Luz Elena comment on investments, Guaymas-El Oro gas pipeline

MEXICO CITY, MEXICO (By Fidencio Casillas, Editores Latin Petroleum, 7.Oct.2026, Words: 795) — Mexico’s president Claudia Sheinbaum highlighted a historic investment of nearly 1.2 trillion Mexican pesos (MXN) in electricity and gas pipelines during her 6-year presidential term.

“It’s a very good team working in the energy sector, under the coordination of Luz Elena and the director of the Federal Electricity Commission, and Cuitláhuac, director of Cenagas,” she emphasized on 7 Oct. 2026 during her morning presser.

Sheinbaum pointed out the historic investments earmarked for the energy sector, of which MXN 1.027805tn pesos are for electricity and MXN 140.905tn pesos are for gas pipelines, for approximately 38,000 megawatts (MW).

“So, in this six-year term, just for electricity and natural gas, without considering oil production, condensates, fertilizers, or petrochemicals, just in the case of electricity and gas pipelines, it’s an investment of 1.2—almost—trillion pesos. It’s a historic investment for around 38,000 megawatts,” she pointed out during her morning press conference.

The president emphasized the 4 objects in the energy space:

— to advance energy sovereignty by producing the energy the country consumes; 

— sustainability;

— social justice. The end goal is to provide electricity to 99.9% of the communities that currently lack it; and

— guarantee national development.

Luz Elena on PEMEX and CFE

For her part during the presser, Mexico’s Secretary of Energy (SENER) head Luz Elena González Escobar noted that strengthening energy sovereignty is fundamental for the growth and development of families’ well-being. 

Therefore, as part of the work carried out 2 years into the president’s administration, she highlighted the “constitutional reform that restored PEMEX and CFE to their status as state-owned enterprises; the fight against the dismantling to which CFE was subjected during the neoliberal period; and the elimination of subsidiaries, which reduces costs and improves operations.”

She added that by the end of the president’s term, at least 60% of electricity generation will be publicly owned. 

This, she said, is expected to add 32,000 MW of new capacity sustainably, leveraging the country’s natural resources.

Combined cycle power plants

Luz Elena also detailed that in 2 years, 6 combined cycle power plants have been inaugurated, 4 more will come online, and construction has begun on 5 additional plants. 

Furthermore, in the coming years, the percentage of electricity generated from renewable sources will increase from 24% to 38%. To achieve this, 55 projects are underway, including 42 photovoltaic plants and 13 wind farms, with CFE holding 70% of the project portfolio. 

Luz Elena also reported that an additional 9,000 MW will be allocated for new power generation plants before the end of the year, meaning that approximately 100 power plants will be under construction next year.

CFE investment

Regarding gas, Luz Elena specified that CFE is investing MXN 53bn pesos in the Cuxtal gas pipeline in Yucatán and the Centauro del Norte pipeline, which runs from Baja California to Sonora, as well as in the rerouting of the Guaymas-El Oro gas pipeline. 

Meanwhile, Cenagas is investing MXN 87bn pesos in the construction of Coatzacoalcos II, the Naco-Hermosillo-Guaymas pipeline, and the Reynosa bypass.

CFE head Esther Calleja

For her part during the presser, CFE’s CEO Emilia Esther Calleja Alor highlighted that to strengthen the National Electric System, 6 new combined-cycle power plants came online between 2025 and 2026, adding 3,203 MW of capacity to the electrical grid. 

By 2030, 9 more plants with over 9,300 MW and 58 renewable energy generation projects with over 10,400 MW will be added. 

In addition, CFE has completed 8 hydroelectric plant modernization projects and is making progress on the Puerto Peñasco photovoltaic complex, which will reach a capacity of 1,000 MW and will be 1 of the 5 largest photovoltaic plants in the world. 

Furthermore, 60 transmission network projects are underway, aiming to reach 115,000km.

Regarding access to electricity, between 2025 and 2026, CFE carried out more than 21,000 electrification projects benefiting over 600,000 people, fulfilling its commitment to closing gaps and guaranteeing an increasingly reliable and higher-quality service.
