— Guyana’s Vice President Bharrat Jagdeo said 15 Feb. 2022 during The International Energy Conference and Expo Guyana that the country supports “accelerated exploration and our incentive regimes will reflect that support… many people are asking when can we access a block or some concession offshore. Access to blocks in the past was on a first come, first serve basis. But, since we’ve found oil we’ve changed the policy. We have made it clear we’ll either go to an auction sometime in the third quarter of this year with or without seismic done on our part… or alternately use those blocks to form a national oil company because we’ve had some proposals from some people in this room from some large operators to work with the government in a national oil company and utilize the remaining blocks.”

The International Energy Conference and Expo Guyana announced it will allow the first 80 University of Guyana students to enter the event for free on 16 Feb. 2022. Students must have a valid University of Guyana Badge, the event organizer said.

Trinidad and Tobago

— Trinidad and Tobago’s head at the Ministry of Energy and Energy Industries (MEEI) Stuart R. Young met w/ the board and execs of Trinity Exploration and Production Plc. The MEEI plans to continue working w/ oil and gas cos. to “ensure increased production in Trinidad and Tobago,” Young said 16 Feb. 2022 over social media. “We also discussed efforts and initiatives being taken in the decarbonization space,” he added.

— Venezuela and Russia reaffirmed mutual strategies to boost tourism, the Opec country’s Ministry of Communication and Information (MIPPCI) announced 16 Feb. 2022 in an official stmt. “We already have connections and everyone who wants to [explore] tourism in Russia can go,” Venezuela’s President Nicolás Maduro said in the stmt. “More than 15,000 Russian tourists have visited Venezuela in the last two months… tourism is increasing,” he said.

— The Russia-Venezuela High-Level Intergovernmental Commission (CIAN) met on 16 Feb. 2022 in the Simón Bolívar Room of the two-tower Petroleum Ministry and PDVSA complex in Caracas to boost ties in over 20 areas among which energy and military alliances stood out, PDVSA announced 16 Feb. 2022 in an official stmt.

Noble Corp. announced contract drilling services revenue for the 4Q:21 totaled $192mn vs $231mn in the 3Q:21. The decrease in revenue was largely due to “the sale of four jackups in Saudi Arabia in early November, the conclusion of the Noble Gerry de Souza‘s contract in Mauritania, the conclusion of the Noble Regina Allen‘s contract in Trinidad and Tobago, repairs on the Noble Hans Deul, and the impact of Hurricane Ida on the Noble Globetrotter II,” the co. revealed 16 Feb. 2022 in an official stmt. Both the Noble Gerry de Souza and the Noble Regina Allen are contracted to return to work in 1Q:22 and 2Q:22, respectively.  Marketed fleet utilization was 77% in the 4Q:21 vs 81% in the 3Q:21.
