ANALYSIS: PEMEX–PETROBRAS collab in Mexico: strategic logic and real constraints

HOUSTON, TEXAS  (By Pietro D. Pitts, Energy Analytics Institute, 27.Mar.2026, Words: 1,230) — Initial details emerged recently over talks between Mexico’s left of center president Claudia Sheinbaum Pardo and her like minded Brazilian counterpart Luiz Inácio Lula da Silva around a cooperation between their state-owned companies: Petróleos Mexicanos (PEMEX) and PETROBRAS.

While PEMEX has been recent to team up with Australia’s Woodside Energy to move forward the ultra-deepwater Trion project, a new deal with PETROBRAS would strike a different cord since both companies are powerhouses in their own rights and more importantly national oil companies (NOC). PETROBRAS is already working with its Colombian counterpart ECOPETROL SA offshore Colombia as both companies eye a gas hub in the Caribbean after a number of promising discoveries.
