“In a recent private meeting, [Russia’s] president Vladimir Putin told me: We want to help develop Venezuela’s 7 Transformations Plan. We find it exemplary and compelling,” Venezuela’s president Nicolás Maduro Moro said on 13 May 2025 during a live television broadcast in Venezuela.
