Brazilian energy sector at pivotal moment amid elections

While the electoral landscape opens a debate about the direction hydrocarbon policy might take, development of unconventional gas is once again taking center stage on the country’s agenda, Shale24 reported on 5 Oct. 2026.

Flávio Bolsonaro proposes enabling unconventional gas exploration under environmental criteria, while Luiz Inácio Lula da Silva’s platform does not include a specific proposal on fracking and focuses on expanding gas infrastructure and the energy integration of South America.

However, the future of Brazilian shale will not depend solely on the election results. 

On 7 Oct. 2026, the National Agency of Petroleum, Natural Gas and Biofuels (ANP) will hold a new round of the Permanent Concession Offer, with 313 blocks distributed across 9 basins.
