PANAMA CITY, PANAMA (By Piero Stewart, Energy Analytics Institute, 29.Jan.2026, Words: 177) — Venezuela’s legislative branch of the National Assembly approved the partial reform of the Organic Hydrocarbons Law.
The signed reform was received by Venezuela’s acting president Delcy Rodríguez in the company of energy sector workers.

“This law allows us to take a true historic leap forward, transforming these oil reserves, the largest on the planet, into the greatest happiness the Venezuelan people can have,” Rodríguez stated on 29 Jan. 2026 in a broadcast on Venezuelan national television.
She also noted that transnational oil companies from Europe and Asia have arrived with interest in again investing in the OPEC country.
“We were just discussing the content of this law and its importance in giving greater legal standing to international investments coming to Venezuela (…). We welcome both foreign and domestic investment for productive development in the oil, gas, and petrochemical sectors,” she declared.
