(Energy Analytics Institute, Jared Yamin, 12.Dec.2018) — Mexico’s President Andrés Manuel López Obrador presented the country’s National Refining Plan, which includes rehabilitation of six Pemex refineries, and construction of another in Dos Bocas.
“With that, the nation’s energy sovereignty will be guaranteed,” reported state oil company Pemex in an official statement, citing comments from López during an event at the Dos Bocas Maritime Terminal.
The national refining strategy aims to increase fuel production, improve refining processes and renew Pemex’s state-of-the-art technology oil installations, announced López.
With this project, the Minatitlán, Salamanca, Tula, Cadereyta, Madero and Salina Cruz refineries will be able to process 1,540 thousand barrels per day (Mb/d) of crude oil.
In addition, the Dos Bocas refinery, to be located in the Municipality of Paraíso, Tabasco, will process 340 Mb/d of oil, produce 170 Mb/d of gasoline and 120 Mb/d of ultra low sulfur diesel. Production from the Dos Bocas refinery is expected to reach an equivalency to almost 30% of the gasoline that is currently imported by Mexico, announced Pemex.
The Dos Bocas refinery will have 17 processing plants, 93 tanks and spheres and a self-sufficient power generation system.
All combined, Pemex estimates that its seven refineries,including the Dos Bocas, will process 1,863 Mb/d of oil by 2022, which will allow it to obtain around 781 Mb/d of gasoline and 560 Mb/d of diesel.
“The investments that the Government of Mexico will allocate will end the disaster that exists at our refineries,” reported Pemex General Director Octavio Romero Oropeza.
